Church concert recording for performers' use only

I've read through many posts and haven't found our exact situation. Our music director is very specific about requesting permission from music publishers and paying any royalties before copies of the complete concert audio/DVD can be made even if the use is just for the participants--no commericial or other published use. My question however is if a 10 minute video is created of a 60 minute concert that includes only 10-20 second excerpts of the various musical numbers, do we still need permission from all the music publishers or just the performers? We would love to give every performer a copy of this DVD but do not want to break any copyright laws. Any guidance would be appreciated.
