Public Information Films- are they Public Domain?

Hi
I'm looking to use some segments of a Public Information Film from 1983 or similar in a music video.
The music is mine so I own the copyright but I'm just wondering if the Public Information Film would be Public Domain so free to use.

As the film is not subject to Crown Copyright, which would apply to any film put out by the Central Office of Information, the standard copyright for films will apply. Since this film dates from 1983, it predates the current law found in the 1988 Copyright Designs and Patents Act, so we need to turn to
section 13 of the 1956 Copyright Act for the details. At that time films were protected for 50 years from the date they were published (the release date in current day terminology), and the owner of that copyright was the 'maker' of the film, which means the producer or the person who made the arrangements for the making of the film. In this case this was almost certainly the organisation which commissioned the film, namely the British Insurance Asssociation. On the basis of the law as it stood in 1956, the film should have been due to enter the public domain at the end of 2033. However in 1995 the EU increased the duration for all films then in copyright to 70 years.
So to answer your question, this particular film won't enter the public domain for another 29 years. You should contact the
Association of British Insurers as they now call themselves, for permission to use the film.

I have another music video project question.
Can I use old film footage that is tagged as CC0 1.0 Universal on the Internet Archive Web page.
I've seen this done for example with Bruce Springsteen Dream Baby Dream with the film Sunrise - A Tale of Two Humans
The age of the films I wish to use is between 1908 and 1930 I think

Beware relying on CC0 licneces. The only person who can issue a valid CC licence is the copyright owner themself. By definition if a film is already in the public domain because the copyright term has ended, there is no copyright owner, and a CC0 or any other kind of CC licence is unneceesary.
You would have to provide more details about the films - for instance in which country they were made and the nationality of the film maker - before any kind of advice can be given on whether they are nowlikely to be out of copyright.
