If something has a genuine1 CC0 licence then yes, you can use it pretty much however you want. The CC licensing system implies that the underlying work is still covered by copyright but the copyright owner has decided to provide it for others to use within the terms of the relevant CC licence, CC0 being the least restrictive. The situation with works which are no longer protected by copyright because of their age is somewhat different to a CC0 licence in that there are no rights for anyone to enforce with works which have ended their copyright term, normally 70 years after the death of author of the work.

You mention the situation where an out of copyright work has been scanned and now exists as a digital copy. In most cases scanning an image does not create a new copyright simply because there is insufficient new creativity on the part of the scanner. Occasionally there may be an argument that a photographer (for example) has used a great deal of skill and care in reproducing something like an old oil painting and thus the resulting image deserves copyright protection. However the fact that he or she has merely produced an exact copy which is indistinguishable from the original tends to imply that they haven't added any of their own personal creativity to the work itself, and it is this personal creativity which the Court of Justice of the European Union (CJEU) says is primary requirement for copyright to exist. Unfortunately the law is not settled on this, with many museums and art galleries claiming copyright in digital productions of their holdings. Several court cases2 across the European Union have failed to resolve the issue. The guidance from the UK Intellectual Property Office is that in general such scanning does not meet the standard, although it acknowledges that there may be cases where a new copyright has been brought into existence by that type of process. See the fourth section of this Copyright Notice. Obviously if you are the person who creates the scan from an original item (whether you own that item or not) then this issue doesn't arise.

Any one can attach a so-called CC licence to any work they find, so it is essential to examine such claims carefully, preferably by going to one of the recognised reposititories of CC images such as the Creative Commons website or openverse. Be wary of images on Wikimedia Commons as quite often they are only free of copyright under US law, which for historic reasons, meant that some older works in the USA failed to gain the present day copyright term of the lifetime of the author plus 70 years after their death.
