Hi, is it ok to use wrapping paper or tissue paper that is sold as gift wrap to decoupage items to sell online please? I'm guessing it's ok if the paper is sold for craft purposes as long as it doesn't have licenced characters on it? Thanks

Yes, you should be fine doing this. Check some of the other threads here where we discuss using print fabrics. Much the same principles apply to wrapping paper.
