Printing a score in a publication
I would like to reprint one small section of a score (published in 1923, composer died 1950) in an academic journal but cannot find the original publisher. Is that legal? Does it come under "criticism or review"?

If you are only using a small section to illustrate a point (for example), I really doubt that anyone would complain.
That's not to say it is legal... "criticism or review"? -- mmm... fair dealing is a complex area - and rarely clear cut.
To be correct, I have to say that you really should get permission, but to be honest given the age of the work, the use you describe and the fact that you have (I assume) made reasonable efforts to trace the owner for permission, I think you would be really unlucky if anyone objected.
