Is parody legal yet?

I recently wrote a parody version of the chorus of 'Don't Let the Sun Go Down on Me,' and would like to know if it's legal for me to perform it without permission yet (because I don't think either Elton John or Bernie Taupin would be very impressed)?

Hi Sheogorath,
No, although it was recommended by Professor Hargreaves in his 2010 Review of Intellectual Property,(pdf) page 55, para 5.4, there has been no change to the law so far.
