I am writing a series of books and have created a brand which I intend to trademark. However, I did not design the font that I have used for the brand name and instead downloaded it from a fonts website. As I intend to market the brand, do I need permission or to pay royalties to whoever designed the font I have used?

You need to check with the company providing the font itself.
I'm guessing that where you downloaded the font there should be some indication.
Chances are if you got the font from the originator, if they let you download it, they are happy for you to use it wherever - but I'm not about to second guess them! - If you are unsure, you should go back to where you got the font and check.
