Nothing fair about it. It's hypocritical of them to use the word "amicably" just after a legal action threat. I get the same crap from Pixsy like "let's reach an amicable solution."

That's all very well but the photographer has to sign docs for each case and could have refused on all but the big companies stealing his "licensed" work. My case is a bit different, over a free Flickr CC 2.0 license but relevant here. A letter of claim would also have to show how the amount is calculated. It's interesting that Pixsy still list Flickr as a "partner" which they most certainly are not. Flickr have publicly condemned the actions of their service and in 2019, ended the partnership, not to mention banning artists who use their site to make money out of transgressions.
